Self:: You whicker like a horse.
Others:: Urgathoa whickers like a horse.

Has a no arguments, targeted mode.

Self:: You whicker at Womble and Cabbage.
Target:: Urgathoa whickers at you.
Others:: Urgathoa whickers at Womble and Cabbage.

For the arguments:
